Andrew Bradshaw whilst a Director at GL Hearn was appointed as part of a team including Capita to undertake a planning and development review of 19 no. potential residential sites in the ownership of Sefton Council to support the development and investment strategy of Sandway Homes, Sefton Council Local Housing Company.


The sites were assessed against a range of criteria to include:

  • Planning Status - planning history and policy position
  • Sustainability - proximity to shops, services and public transport
  • Constraints - technical and environmental
  • Market potential - demand and values
  • Commercial - viability and return based on summary development appraisal

A score from 1 to 3 has been applied to the site assessment criteria with 1 being the lowest and 3 the highest to provide an overall score for each site to determine its potential for new residential development.


The outcome of the review was summarised in a table ranking the sites according to the overall score to support new residential development.


The assessment has informed Sandway Homes disposal and development strategy in term of which sites to dispose of to the open market and which sites will be developed out directly.
